中国政府奖学金年度评审工作是通过评价奖学金生本年度综合表现，决定其下年度是否享受奖学金的一项重要工作，是保证奖学金生培养质量的重要举措。根据国家留学基金委留金来管[2024]11号文件精神和要求，为更好发挥评审工作的作用，保证评审工作的严肃性，现结合学校实际，制定银河游戏国际网站2024年中国政府奖学金年度评审工作方案。

一、评审对象

2024年9月之后继续享受中国政府奖学金学生，即2023级中国政府奖学金生16人，名单见附件。

二、评审内容

根据学生在2023-2024学年的道德品行、学习成绩、学习/科研态度、活动表现四方面情况，培养学院和国际学院分别对每名学生进行定量打分和定性评价。

三、评分细则

道德品行（30分）：知华爱华（10分），遵守校纪校规（10分），尊敬师长，友爱同学（10分）

学习成绩（30分）：专业课和公共课成绩平均分（30分）

学习/科研态度（20分）：按时上课（5分），按时交作业（5分），积极参加科研工作（10分），以银河游戏国际网站学生身份发表论文可得满分

活动表现（20分）：积极参与学术活动（5分），积极与导师保持沟通（10分），积极参加课外活动（5分），以银河游戏国际网站学生身份在国际性比赛中获奖可得满分

四、评审程序与时间安排

1. 4月20日前，银河游戏国际网站向评审对象公布银河游戏国际网站2023-2024学年中国政府奖学金年度评审工作方案。

2. 4月25日前，学生认真自评。

3. 5月8日前，培养学院结合导师意见，对学生进行打分和综合评价，如实填写《中国政府奖学金年度评审（培养学院评审）表》，并提交银河游戏国际网站。

4. 5月12日前，银河游戏国际网站结合《中国政府奖学金年度评审（培养学院评审）表》，补充和完善对学生的评价。

5. 5月17日前，银河游戏国际网站会同研究生工作部、各培养学院研究并出具最终的评审结果（合格或不合格），向学生公示评审结果3个工作日后，将评审结果提交分管校领导，并上报国家留学基金委。评审结果为不合格的学生，银河游戏国际网站将向国家留学基金会提出中止或取消其享受奖学金的建议。

四、工作要求

1、奖学金年度评审工作是评价奖学金生综合表现和督促其顺利完成学业的有效措施，也是保障奖学金效益的重要举措，请各学院要高度重视，认真做好评审相关各项工作。

2、各学院要严格按照本方案的要求对申请人的材料进行评审，成立奖学金评审小组，本着严谨、认真、细致的评审态度，全面了解学生在各方面的表现，并在评审过程中充分讨论，确保评审的客观、真实，以此推动学校留学生工作进一步发展。

Work program for the Annual Review of Chinese Government Scholarship in the 2024Year of Wuhan Textile University

The annual review of Chinese Government Scholarship is an important work to determine whether scholarship students can receive the scholarship in the next year by evaluating their comprehensive performance in the last year. It is also an important measure to ensure the quality of scholarship students. In accordance with the spirit and requirements of document NO.11 [2024] of China Scholarship Council (CSC), in order to better play the role of the review work and ensure the seriousness of the review work, we hereby formulate the annual review work plan for the 2023 academic year scholarship according to the actual situation of the university.

I. Review Object

Sixteen Chinese Government Scholarship students of batch 2023.

II. Review Content

According to students' “Morality, Academic performance, Study\research attitude, Participation in activities” in the 2023-2024 academic year, Training school and IEC will do assessment of quantitative scoring and qualitative evaluation of each student.

III. Review Details

Morality (30 points): know about China and love China (10points), observe rules and regulations of the university (10 points), respect teachers and love classmates (10points)

Academic performance (30 points): average score of all the courses (30 points)

Study\research attitude (20 points): attend class on time (5 points), submit homework in time (5 points), participate in research work actively (10 points), if publish papers by the identity of WTU student could get full points

Participation in activities (20 points): participate in academic activities actively (5 points), communicate with supervisor actively (10 points), participate in extra-curriculum activities actively (5 points), if receive award in the international competition by the identity of WTU student could get full points

IV. Review Procedures and Schedule plan

1. By April 20, IEC will announce the work plan for the annual review of Chinese Government Scholarship for the 2023-2024 academic year of Wuhan Textile University.

2. By April 25, students should carefully evaluate themselves.

3. By May 8, training school should give comprehensive review along with supervisor’s opinion and truthfully fill in "the Chinese government scholarship annual review form(training school)" and submitted to IEC.

4. By May 12, IEC should finish the review of students, and complete the annual review.

5. By May 17, IEC in conjunction with the graduate office and training school, should issue the final review result (qualified or unqualified), submit the review result to the university president, and report it to the China scholarship council. If the result of the review is unqualified, IEC will propose to abort or cancel the scholarship.

V. Review Requirement

1. Annual review is an effective measure to evaluate the comprehensive performance of scholarship students and urge them to complete their studies smoothly. It is also an important measure to guarantee the efficiency of scholarship. All the training school should attach great importance to this work.

2. Training schools should strictly review the materials of the csc students according to the requirements of this work program and establish the scholarship panel. Based on the review of rigorous, serious and careful attitude, the scholarship panel should make a comprehensive understanding of students' performance in various aspects, and fully discuss in the review process, to ensure that evaluation of objective and true, and to promote further development of the work of international students.
